Spectator delay timer to Unassigned

For example when you’re in Spectator mode you have
to wait 5 or 10 or 15secs to be aloud to use the Unassigned command.

I think this would stop alot of people keep exploiting in Spectator
if there’s a delay to return back. After all when you spec someone ingame
you will use more than 10secs if not your likely exploiting to stay
alive etc.

Maybe this could be in the next keeper pluggin or a stand alone pluggin.

great idea
i think i already encountered some delay for doing this pair, so it was like the delay after the unassigned, maybe too many messages at once was the deal, but anything like this is definitely needed.
