Fake
The Camera that could film that will be cool , but i surely doubt that the first lightning goes slower than the second one... jsut a timeing error from the movie makers And when the Second Bolt struk it was all Trapcode - Starglow Plugin
And the Pic is Static Overall
So i think its fake , but made Well enuff as an Effect :]

lol? such cameras can film 5000-10000 frames per second, of course you wouldn't buy it cuz its too expensive! You can use telephone camera or buy Casio EX-F1, it can record only 1200 fps but it is still good when compared to normal 30fps. Well, Amateur pr0n has reached new era! YAY!

The best slow motion camera know is the Phantom V12 which can take up to 1 000 000 frames per second.
The official website show case a lot of slow motion demo videos:

Hmm im familier with trapcode, but i wouldnt call it fake too quickly. The reason the second bolt is faster, is becuase in the first strike there is one part that hits the ground (or something else) and this acts as a conductor. Air is not a great conductor, so electricity would move slowly and weaker through it. However if that small part of the bolt hit a pylon or wet tree, the electricity has found its path already, and concentrates all the energy into that one line, hense the pulsing afterwards. Of course if it is fake, the artist would have known all this already xD

lucky enough lighting emits a very bright light
and bright light is any films best friend
that's why it's possible to catch it at such fast speeds.
if it was something dark, it would never be possible to capture it on film/digital format.

Because the shutter stays open longer than the lightning burst.

It is definitly a true, done by a well know photographer which mainly photograph anything related with atmosphere, landscape & wildlife.
You may find plenty others of slow motion lightning videos by this autor if you search for Tom A. Warner.
Since he works with a Phantom camera, any of his videos are breathtaking.
Here are some of his personal websites:
