I think there should be a place where map-makers can post their maps.

(BTW I have to fix my dm_soviet and I will suggest it here)

With SDK -> Hammer.
Its not really hard but it takes some mastering.
Do a tutorial or two.

i think , that expirience with some 3d modelling program (like 3d studio max(viz) , maya, etc....) is more useful then programming...
