Lately there's been in influx of high-ping players (Usually in the 150-500ms+ range) over the past week or so, who are creating havoc on the XXV server. That is to say that it is bad enough that my 40-50ms ping feels like 14.4k dialup. Most animations become excessively choppy, where users are "teleporting' all over the place, almost to a point where the game becomes virtually unplayable. However, once these high pingers leave, the play returns to normal. I haven't noticed this problem on any other TSGK specific servers, or any other servers for that matters, so apparently this issue is not on my end.

Could you perchance look into the issue, or maybe restrict pings around 100? Anything above that, usually around 150ms, can put a serious damper on server play.

I can tell you that the answer is going to be no on principle. The team stretches from Turkey to California, a ping limit would prevent team members from playing on their own server. Sorry.
