How do I set rate 30000 at the launch options?

-rate 30000 or +rate 30000 or just put it into your config.cfg

what is the chizzle on the plus and minus signs mon dizzle?

I just put

rate 30000 into my autoexec.cfg

in the cfg folder in hl2dm.
