Look this, Steven from Belgium is well known as cheater and always comes back with another account. No one cares... not even VG clan to let him play with their mates. Its realy time to ban people by personal static IP. So that no second account is possible. Once cheated and you cant come back...

few people have static ips, it would not be an effective means of banning someone if all they need to do is restart their router to get a new dynamic ip and they are no longer banned.
