Just set your "1998 Computer" to fps_max 10, disable V-Sync, always remember to rubb the Mouse to lower the ping and continue your CS Pro career @every FPS you like to... 
You are Right & i have my peace... Damn, im so dumb to waste time with this. 
I could have known that you dont discuss for any reason - you discuss for the discussion itself and it could never come to an end this way.

Create a temp Server, set cheats to 1, fps_max to 15 and test it yourself. I dont know if you feel an advantage with fixed framerate. You need to figure that out for yourself.

I don't know if this works on any other map but here is how to how to fly.
In KBH 1 or 2 pick up one of the phys boxes. Holding the right mouse button
down, run full tilt straight into the corner of the map.
You will carry on into the phys box. When you are exactly in the middle of the box, stop. The next thing you know, you are bouncing off the roof. 
It does not work every time. A lot of the times you stop and the phys box flies a small distance instead. 
You need to be dead center when you stop. I think its because two objects can not occupy the same position on the map at the same time. You can also do this with the wall but there is a higher success rate using the map corner.
I can do it about once every five attempts.
