In your Case the Steam Measurement just sucked but the Power of 2 GHz was still there alltime. The 2 Scenarios above are about real downclocked CPU´s and the Power loss in follow of that.

Try changing your Graphic-Settings "Full HDR" to "Bloom". Had same Problem and this solved it. When you change back to "Full HDR" after some time it should stay ok.
